Tyre Stewardship Australia applauds the NSW Government’s new Product Lifecycle Responsibility Bill 2025 – but Federal Government continues to abdicate responsibility.
Tyre Stewardship Australia, Australia’s product stewardship leaders on tyres for over a decade, congratulates the NSW government for the introduction of the Product Lifecycle Responsibility Bill to parliament.
This Bill represents a breakthrough moment for regulated product stewardship in Australia – but it’s only the beginning of what’s needed nationwide.
While the NSW initiative initially focuses on batteries, its practical design will enable the state to implement mandatory product stewardship schemes for other products that seriously impact human health and the environment, such as tyres. While the Bill serves as a compelling template for other states and territories to follow, Australia urgently needs federal leadership.
Tyre Stewardship Australia CEO, Lina Goodman, emphasised the critical need for federal intervention:
“NSW has shown genuine leadership, and we’re optimistic that a mandatory product stewardship for tyres is next on their agenda. But why is the Federal Government still dragging its feet?
“The Federal Government must stop delaying and implement comprehensive national regulation now. State-by-state approaches, while commendable, create inefficiencies and inconsistencies that burden industry and consumers alike. Only federal action can establish the uniform, best-practice regulation needed to achieve mandatory product stewardship objectives effectively and economically. The time for consultation and voluntary schemes has long passed – we need decisive federal action today.”
Effective product stewardship supports material circularity throughout the entire value chain, from product design, through production, use, re-use, collection, recycling, reprocessing and end-of-life product management. Without federal leadership, Australia’s circular economy ambitions will remain fragmented and unfulfilled.

Background on Tyre Stewardship Australia
Australia’s tyre product steward was established in 2014 to implement the national Tyre Product Stewardship Scheme (TPSS) – an ACCC-authorised industry framework to reduce the environmental, health and safety impacts of the 56 million Equivalent Passenger Units (EPUs) which reach their end of life in Australia each year.
TSA’s vision is of a circular economy for end-of-life (EOL) tyres that contribute to a sustainable society.
It works all along the tyre supply chain to minimise waste and increase value for government, industry, businesses and consumers, by:
1.Accrediting and monitoring compliance of TPSS participants – now 1,700 and counting, including tyre manufacturers, retailers, collectors and recyclers who are committed to sustainable practices
